To help ease this financial strain college can place on a student or their parents, options such as Pell Grants and Stafford Loans are readily available. Please read below to understand the differences between these two types of college funding options.</p>
<p>Pell Grants<br />
The Federal Pell Grant program provides financial aid money to students on a need-basis. These grants do not have to be repaid. These grants are available to low income undergraduates and some graduate students. Grant money can be used at over 5,400 universities and colleges that participate in the Pell Grant program. For the 2010-11 award year, the maximum awarded amount for a Pell Grant will be $5,550.</p>
<p>To determine if a student is eligible for a Pell Grant, the student will need to complete a Free Application for Federal Student Aid or FAFSA. This form helps the United States Government determine the financial need of a student. A student can apply for student aid independently or as a dependent of their parents. After the government has received the FAFSA, the student or the university will receive a Student Aid Report which will notify the student if they are eligible for a Federal Pell Grant and the amount they will receive.</p>
<p>Pell Grants can be awarded directly to the student or to the university or college. Payment will come from the government once a term.</p>
<p>Stafford Loans<br />
Federal Stafford Loans are government issued student loans that are not based on need. These loans are available to university and college students and nearly all students can qualify for these loans. Stafford Loans are also available to graduate, professional and medical students. Students are required to repay Stafford Loans. These loans generally have a very low interest rate, which is fixed. Currently, Stafford Loans have around a 5.60% interest rate. A student does not have to begin repaying these loans until after they have left school.</p>
<p>To be eligible for a Stafford Loan, a student must be a U.S. citizen, National permanent resident or an eligible non-citizen. A student must be registered at a university or college that accepts Stafford Loans. Students must be enrolled at least part time at school.</p>
<p>Stafford Loans have two variations. These variations are the Federal Family Education Loan Program and the Federal Direct Student Loan Program. The difference between these variations is that the first type is provided by private lenders and is guaranteed by the federal government. The second type of loan is a direct loan, which is given directly from the United States Government to the student or their parents.</p>
<p>Stafford Loans can either be subsidized or unsubsidized. For subsidized loans, the US Government pays the interest while a student is in college. For unsubsidized loans, the students pays all of the interest accrued for the loans once they have left school.</p>

This form uses the student&#8217;s family&#8217;s annual income along with any college savings they may have to determine the student&#8217;s EFC, or Expected Family Contribution.</p>
<p>The grant amount given is determined by using the total cost of attending a particular college for one year. The estimated cost of attendance is determined by adding up the total cost of living for a year, so it is not just tuition and fees, but also room and board (meaning rent and food), books, and everything else such as bills and travel expenses. For public universities, this could be around $20,000 for in-state students and between $30,000 and $40,000 for out-of-state students.</p>
<p>After the estimated costs of attendance is determined, the student&#8217;s EFC is deducted from this amount. Then, the amount already awarded in scholarships is also deducted. Is there is still something left after this, it is generally awarded to the student in the form of a grant. Sometimes the student and their parents do not really feel they actually do have the money to afford their EFC as determined by their FAFSA form, so all students do have the option of taking out a student loan to pay for this portion.</p>
<p>Who qualifies for a student grant depends on which university the student is attending. For most colleges, in order to be eligible for a student grant, the student&#8217;s family&#8217;s annual income must be under a certain amount. On average, this is around $60,000. This means that only families with a total annual income of less than $60,000 would be eligible for a grant.</p>

<p>Government grant money is also available to students who meet certain requirements, for example, maintaining a high GPA. This grant money is generally given directly to the student&#8217;s college or university to help pay the tuition costs; it is not awarded as cash to the student.</p>
<p>For all government grants, excluding student financial aid, there are different categories under which grants are given. These categories include everything from agriculture to transportation, even cultural affairs. Many of the agencies providing government grant money have very specific guidelines as to who is eligible to receive their money. This means that the grant will only be given to an individual or organization who is undertaking a specific project or researching a particular topic. Still, some agencies may be more open to varying types of projects.</p>

The grant is not a loan, so it does not have to be repaid. The issuance of the award, which is usually monetary in nature, is mutually beneficial to the government department and the recipient. </p>
<p>The potential recipient (or grantee) requests a grant from the government to fulfill a need, without incurring the full cost of that need or going into debt. The government entity issuing the grant benefits, by possibly meeting an objective of its departmental mission. For example, a local school district is in need of a library update but has no funding for such a project; a government department has the mission of making students competitive, and toward that end it issues grants for updating libraries. Both parties benefit from this type of funding approach.</p>
<p>While a grant is an award without need of repayment, there are stipulations that must be met, according to the grant’s terms and intent: a grant for student aid, to an individual, would most likely require that individual to pass the course and receive credit; a grant to a local police department for vehicles would, more than likely, not be allowed to be used for weapons. Whatever the stipulations may be, they are made clear prior to the award of the money.</p>
<p>Grants can be awarded for almost anything. One must simply qualify, according to the grant’s terms, and apply in accordance to the procedure outlined by the issuing department. The benefit for the government is that it can direct money to where its priorities are. </p>
<p>The benefit to the grantee is that the money is there to assist in accomplishing his or her goal, without incurring debt. Before seeking a loan, it would be of great value for one to check into the availability of a government grant. The chances are good that there is a grant that can meet the same needs, without the need for repayment.</p>
